IRAN established to 13 Independent States

According to the area and population of Iran, the 28 provinces will be combined to established 13 independent States. Each state will be responsible for creating  a state government that would be accountable to the national government. The state government will be responsible for the economical progress and societal order of the state.

13Independent States have representatives in Congress of Independent states.
Every states base on population have certain representatives for every 100.000 person will be one representative in congress of Independent State.
population 70,000,000 people will have 700 representatives in all Independent states Congress.

Each representative will serve the Independent State congress for two years.
Every two years will be election to choose representatives for Independent State Congress.

 People of each Independent States will elect  Chairman for Independent State to serve in two years and every two years will be election for  Independent
State Chairman .

The Chairman of Independent State will follow law  from Independent
State Congress and National Government Congress.

Independent state Congress will elect 31% 0f members to become Representatives for National Government Congress .
All Representative in Independent States will be 700 from this amount 31% will be 217 representative for National Government Congress .

They will be called IRAN Representative .
